Alaska Heating Assistance Program (HAP / LIHEAP)

Alaska Heating Assistance provides seasonal help with home-energy costs. The current program includes federally funded LIHEAP and the state-funded Alaska Affordable Heating Program, using one application.

Who can apply

['Households must have at least $200 in yearly out-of-pocket heating costs and meet the season’s income rules.', 'LIHEAP and the Alaska Affordable Heating Program have different income bands. Use the current season’s state guidelines; older source screenshots show the previous season’s limits.']

What help is available

Eligible help is generally a one-time vendor credit for the season. The shared application covers regular heating assistance, crisis assistance and a qualifying subsidized-housing utility-deposit option.

Documents to prepare

Prepare heating-vendor or account details, household income records and any urgent disconnection or fuel notice. Sign the application even when submitting it electronically. Use its checklist for the exact records required.

How to get started

  1. Use the current HAP page to reach Alaska Connect or the Heating Assistance Form.
  2. Submit through the portal, in person or by mail to a Public Assistance office, or by the fax/email methods listed on that page.
  3. Regular applications run October 1–April 30. If fuel is almost exhausted or service is threatened, disclose that immediately and ask about the separate crisis window.

After applying

Continue communicating with the vendor while waiting. A pending request is not a payment guarantee. Contact DPA at 800-478-7778 about the application and check the vendor account after approval.

Common questions

Is assistance paid to me?

Regular heating help is credited through the approved heating-fuel or electric vendor.

What if I am nearly out of fuel?

The current state page identifies being out of fuel or within 48 hours of running out as a crisis situation. Contact intake promptly.

Do the older screenshots show this season’s limits?

Not necessarily. The state now publishes 2026–2027 guidelines, so check those rather than a previous-season figure.

Can this help with a utility deposit?

The shared application includes SRHUD for qualifying subsidized-rental utility deposits. Ask DPA about that option’s conditions.
