Who can apply
['LIHEAP requires an eligible energy need, qualifying citizenship or immigration status and household income within its rules.', 'Current DES Nutrition Assistance or Cash Assistance enrollment meets the LIHEAP income requirement, but other program conditions still apply. Funding is limited.']What help is available
Approved LIHEAP assistance is paid to energy accounts. Regular and crisis benefits have separate conditions and frequency limits. Power AZ’s old higher-income thresholds are historical and are not a route for a new application.
Documents to prepare
The application requests a current utility bill, photo identification, citizenship or immigration records, a shutoff notice if applicable, and income evidence. DES does not require new income documents from households categorically eligible through current DES Cash or Nutrition Assistance enrollment.
How to get started
- Open DES’s current LIHEAP page and use its A-to-Z Arizona Portal application link.
- For paper filing, use the application linked in the applicant FAQ on that page.
- Submit verification and identify which energy accounts need payment. For application help, contact a local Community Action Agency or call 866-494-1981.
After applying
Save the application reference and respond to requests. If a shutoff is pending, contact the utility while the application is reviewed. Read the decision and its appeal instructions. Power AZ applications submitted by the cutoff may still be reviewed; this does not reopen intake.

Common questions
Can I apply for Power AZ now?
No. DES says applications after September 21, 2026 cannot be accepted or processed because its funds are exhausted.
Does receiving SNAP mean LIHEAP is approved?
Current DES Nutrition Assistance establishes the income requirement, but DES still checks the other LIHEAP conditions.
Who receives the payment?
DES directs approved benefits to the specified energy utility accounts.
Can I get help with a shutoff?
Tell intake staff about the deadline and ask about crisis eligibility. The application alone does not guarantee disconnection will be stopped.
