Who can apply
Apply if you live in Arizona and need help buying food. DES reviews your household’s finances and circumstances, checks the information you provide, and completes an eligibility interview. Its application process determines whether you qualify.
People age 65 or older with no income from work or self-employment may have a simpler application process. Students have separate rules; ask DES about exemptions that apply to your situation.
Some adults must meet work requirements to keep benefits beyond a limited period. DES lists work, training and exemptions, including geographic exemptions. Check its work requirements page rather than assuming you are excluded.
What you can get
Approved food benefits are loaded onto a QUEST EBT card. You can use it at participating grocery stores and other approved retailers. Some retailers also accept EBT for online groceries.
The monthly amount is set for your household. Arizona announced new income standards, deductions and allotments for October 2026. Check the DES Nutrition Assistance page for the current adjustment notice and your decision letter for your benefit amount.
After the first month, benefits arrive between the 1st and 13th, based on the first letter of your last name. The DES FAQ has the full schedule.
Documents to prepare
DES will tell you which documents your case needs. Common examples include:
- Identity documents, such as a driver’s license, passport or state ID.
- Proof of income from work or other sources for this month and last month.
- Self-employment income records, when applicable.
- Immigration documents for applicants who need to verify their status.
Rent, utility, child care, qualifying medical expenses and court-ordered child support records may help DES calculate deductions. Its document checklist says expense proof is not mandatory but may increase benefits.
DES stopped accepting applicants’ own statements as verification on September 2, 2025. Read the current document checklist. If something is hard to obtain, ask DES for help.

Common questions
Can I apply for food and health coverage together?
Yes. HEAplus accepts applications for Nutrition Assistance, AHCCCS medical coverage and Cash Assistance.
Who can help me complete the application?
A Community Assistor can explain the process and help with documents. Some provide access to computers or scanners. Find an assistor through HEAplus and call before visiting.
Does receiving an EBT card mean I was approved?
No. DES says a card can arrive before the eligibility notice and may arrive even if you are not eligible. Read your decision notice to confirm approval.
What if I need food while waiting?
Tell DES about your immediate need and ask about expedited processing. Arizona’s Emergency Food Assistance Program lists food distribution sites and meals.
What should I do if my QUEST card is lost?
Call EBT customer service at 1-888-997-9333. This is separate from the application and interview phone lines.
