Care 4 Kids (Child Care Assistance)

Care 4 Kids helps eligible Connecticut families pay for child care. Families apply through the Parent Portal and arrange an approved provider agreement.

Who can apply

Applicants must meet Connecticut residency, income and approved activity rules. The program serves children under 13, or under 19 with special needs. A screening result is not final approval.

What help is available

An approved Child Care Certificate authorizes payment. The amount depends on case details and provider arrangements, and an enrollment list can affect when assistance begins.

Documents to prepare

  • Pay stubs and evidence of work or an approved training or education activity.
  • Children’s ages and household information.
  • A Parent-Provider Agreement for each provider, once a provider is chosen.

How to get started

  1. Start through the Parent Portal

Use the eligibility screener and application links at Care 4 Kids.

  2. Arrange the provider paperwork

You can submit an application before choosing care. Submit the completed Parent-Provider Agreement afterward; a certificate cannot be issued without it.

  3. Check portal action items

Review notices, application status and requested records. Call 888-214-5437 if you need help with the case.

After applying

Use the portal for changes and redetermination. Fax service ended in June 2026; the program announces a fully paperless process beginning January 1, 2027.

Common questions

Must I choose a provider before applying?

No. Apply first if necessary, then submit the provider agreement.

Can a relative provide care?

Some close-relative arrangements qualify; check the program’s provider rules before relying on payment.

Does the screener approve my case?

No. The application and provider records must be reviewed.

Can I still fax documents?

No. Care 4 Kids announced that fax service ended June 30, 2026.

Where can I view notices?

Use the Parent Portal, which also supports changes and redeterminations.
