Who can apply
CARE uses household income or participation in listed assistance programs, including Medi-Cal, SNAP, WIC and SSI. FERA serves households above CARE’s income limit within its own band; availability depends on the electric utility.
What help is available
CPUC lists CARE electric discounts of 30–35% at larger utilities and 20% at smaller ones, plus a 20% gas discount. FERA gives an 18% electricity discount at PG&E, SCE and SDG&E.
Documents to prepare
Have the utility account, household size and income or qualifying-benefit information ready. Ask the utility what verification it requires.
How to get started
Use the utility links on CPUC’s CARE/FERA page. Compare your household with the June 2026–May 2027 guidance.
Complete the utility application and respond to verification requests. Ask about FERA if income is above CARE limits.
After applying
Check the bill for enrollment and the discount. Follow utility renewal notices. If behind on payments, ask separately about arrears or payment plans.
