Colorado LEAP (Low-income Energy Assistance Program)

Colorado LEAP helps eligible households with part of their winter heating costs. The 2026–2027 application season begins November 1, 2026 and ends April 30, 2027.

Who can apply

Applicants must pay home heating costs, directly or through rent, and meet income and lawful-presence requirements. Renters may qualify; disclose whether housing is subsidized and how heating is paid.

What help is available

LEAP usually pays the heating supplier rather than the household. It does not cover the entire winter bill or portable heaters. Heating-system repair support is a separate related service.

Documents to prepare

  • Recent heating bill, or rent receipt showing heating costs.
  • Previous month’s household income and self-employment expense records.
  • Household birth dates, Social Security numbers and requested lawful-presence records.

How to get started

  1. Apply during the season

Use the PEAK link on the LEAP page, or obtain a paper application from your county office. Call 866-432-8435 for help.

  2. Submit a complete signed application

Attach readable records and send them to the correct county. Missing answers or income evidence can delay processing.

  3. Report a heating emergency

Call 866-432-8435 if heat will be shut off or fuel is running out. Keep paying bills and contact the supplier about payment arrangements.

After applying

Watch for the decision notice showing the benefit and recipient. Call HEAT-HELP to ask about status or other utility support.
