Delaware Healthy Children Program (CHIP)

Delaware Healthy Children Program offers low-cost health coverage for eligible uninsured children. Applications are also checked for Medicaid eligibility.

Who can apply

Children must be younger than 19, live in Delaware and meet income, status and coverage conditions. Comprehensive existing insurance can affect eligibility; ask before cancelling a policy.

What help is available

DHCP provides children’s health coverage with family premium conditions. A child eligible for Medicaid is enrolled through that pathway instead.

Documents to prepare

  • Family income, including self-employment tax records where applicable.
  • Child identity and requested status information.
  • Details of current or recently ended health insurance.

How to get started

  1. Apply through ASSIST

Use ASSIST, or request help and a paper application at 800-996-9969.

  2. Submit the requested records

Provide income and coverage information and any further evidence requested.

  3. Review the coverage decision

Confirm whether the child qualifies for Medicaid or DHCP and what payment or plan arrangements apply.

After applying

Keep renewal letters and premium instructions. Ask about consequences before voluntarily dropping existing coverage.

Common questions

Is a child with insurance automatically eligible?

No. Existing comprehensive coverage affects DHCP eligibility.

Will the child be checked for Medicaid?

Yes. DHCP applications are screened for Medicaid.

Can I request a paper application?

Call 800-996-9969 or use the state forms link.

Should I cancel insurance to qualify?

Ask the program first; loss-of-coverage rules can affect eligibility.
