Who can apply
Eligible households must satisfy the local intake requirements. Crisis intervention concerns electricity or gas that has been disconnected or is scheduled for disconnection, supported by the utility’s notice.
What help is available
H-HEAP provides a one-time payment toward eligible electric or gas costs. The state says a household can receive only one type of H-HEAP payment per program year, October through September.
Documents to prepare
- The current electric or gas bill.
- A disconnection notice if requesting crisis help.
- Household income and identity information required by the island agency.
How to get started
Contact your island agency
Use DHS’s H-HEAP provider link. Do not send the application to a DHS office.
Choose the appropriate route
The published energy-credit window is June 1–30. Energy Crisis Intervention accepts requests year-round, with limited monthly approvals.
Submit the local application
Ask the provider for its current checklist and explain the service-disconnection date when relevant.
After applying
Confirm whether a payment was approved and sent to the utility. An application does not itself guarantee funding or prevent disconnection; ask the utility about options while awaiting a decision.
