Who can apply
DHS assesses household financial circumstances and other SNAP requirements. Its current page distinguishes broad-based categorical eligibility, households receiving certain cash benefits, and other income tests; do not use one income figure as a universal rule.
What help is available
Approved households receive SNAP food benefits through the Hawaiʻi EBT system. The decision explains the award and the household’s reporting and review responsibilities.
Documents to prepare
- Prepare household members’ information and current income records.
- Have relevant housing, childcare and other expense information available.
- Use DHS’s case-specific request to identify required verification.

Common questions
Can I apply without PAIS?
Yes. DHS lists signed paper applications submitted by mail or drop-off.
Does a tracking number mean approval?
No. It confirms receipt; DHS still reviews eligibility and interviews the household.
Are all households tested against the same income rule?
No. The agency lists different eligibility categories. Let DHS assess the applicable one.
