Hawaii TANF (Cash Assistance)

Hawaiʻi’s family cash-assistance programs include TANF and the state-funded TAONF pathway. DHS reviews family eligibility and First-To-Work participation through financial-assistance intake.

Who can apply

TANF concerns eligible households with a specified relative adult and a minor dependent child living together. Hawaiʻi describes TAONF as the parallel state-funded route for some families that cannot receive federal TANF because of citizenship circumstances. Financial and other requirements apply.

What help is available

Approved families receive temporary cash support for daily essentials. First-To-Work can provide employment, education and related support for participating families.

Documents to prepare

  • Prepare income and household information.
  • Have children’s identity and relationship information available.
  • Gather records relevant to caregiving, disability or another participation circumstance for DHS to assess.

How to get started

  1. Request financial assistance

Use the application link on DHS’s TANF and TAONF page or ask BESSD about the PAIS and paper routes.

  2. Explain the household circumstances

Identify the adults and children living together and provide the requested family information.

  3. Complete DHS follow-up

Respond to verification and participation requests. Discuss any concern about child-support cooperation or work activities with the caseworker.

After applying

Read the decision and First-To-Work instructions. Keep records of required activities and report changes using the instructions for your case.

Is an employment component included?

Yes. The state links TANF and TAONF to First-To-Work participation and support.

Does one application determine all benefit programs?

The financial-assistance intake begins the review; DHS applies each program’s eligibility rules.
