LIHEAP Energy Assistance (Illinois)

Illinois LIHEAP helps eligible households with home energy costs. County agencies review requests and determine the assistance available.

Who can apply

Income limits vary with the funding and utility arrangement. Use the program-year guidance for your supplier and household; do not assume one percentage applies to every Illinois customer.

What help is available

Assistance can include a one-time energy payment and qualifying crisis help. Ask your supplier separately about ongoing low-income discounts.

Documents to prepare

  • Evidence of the previous 30 days of income.
  • Recent heating and electricity bills.
  • A lease showing included utilities, rent and landlord details when relevant.
  • SSN or ITIN information if available and benefit enrollment evidence requested by the agency.

How to get started

  1. Check your opening date

For 2026–2027, priority groups can apply October 1, 2026; other eligible households start November 1. The published period ends August 13, 2027 or when funding runs out.

  2. Request services

Use Help Illinois Families or contact the county agency directly.

  3. For disconnection, call the agency

Describe the shutoff date rather than waiting only for an online callback.

After applying

The county agency follows up to verify the request. Keep confirmation and application details, and continue discussing urgent service issues with the utility.

Common questions

Are utilities included in rent a barrier?

Not necessarily. Provide the rental agreement requested by the agency.

What if I have no SSN or ITIN?

The current application page says you can still apply; the county agency advises on the process.

Is an online request the final decision?

No. A local agency verifies eligibility and the benefit.

Does LIHEAP pay water or phone bills?

The program concerns home energy; ask for separate assistance for other bills.
