Who can apply
DSS reviews household income and other program criteria. The agency asks for income evidence for every household member and documentation about the heating or cooling account.
What help is available
Approved assistance offsets qualifying home-energy costs. Ask DSS how the payment will be applied and whether a specialized crisis option fits your situation.
Documents to prepare
- Income for every household member for at least the last 30 days.
- Head-of-household identity and requested status records.
- The most recent heating or cooling bills.
- If the bill is in another person’s name, their signed authorization with contact details.
- An explanation of how expenses are met when they exceed income.
How to get started
Get the current application
Use the EAP application page, which includes accessible and Spanish forms.
Submit the completed packet
DSS lists mail, fax, office drop boxes, lobbies and [email protected]. Intake sites can help complete and mail it.
Follow agency requests
Save a copy and confirm receipt. Ask about additional evidence and any pending utility deadline.
After applying
Prior recipients should ask when they may reapply: the state currently describes an interval of approximately 11 months after the previous benefit. Confirm any unpaid balance with the utility.
