PIPP Plus (Percentage of Income Payment Plan)

PIPP Plus helps eligible Ohio utility customers manage monthly electric and natural-gas payments according to household income.

Who can apply

You need an active account with a participating PUCO-regulated utility. OCC currently lists income at or below 175% of federal guidelines.

What help is available

Monthly payments are generally 5% of income for each gas or electric service, or 10% for an all-electric home, with a minimum payment. Full payments made on time also earn debt credits.

Documents to prepare

  • Photo identification and household list.
  • Recent utility bills.
  • Adult household income records requested for the relevant period.

How to get started

  1. Apply year-round

Use Ohio Energy Assistance or a local energy assistance provider.

  2. Confirm the calculation

Ask which accounts participate and what your required payments will be.

  3. Record renewal dates

Check your bill for the reverification and anniversary dates.

After applying

Pay the full required amount by its due date, reverify annually and report household or income changes within 30 days.
