Who can apply
['KHC lists household income at or below 200 percent of the poverty level and a rolling 15-year prior-weatherization rule. The provider evaluates the dwelling and application.', 'Homeowners and renters can apply. A rental property requires written landlord permission.']What help is available
An energy assessment determines appropriate improvements, such as insulation, air sealing, duct work or heating-system work. The program does not promise every listed improvement to every home.
Documents to prepare
KHC asks for occupants’ Social Security numbers and monthly income verification, utility bills or account records, and ownership proof or a landlord agreement. Ask the provider how to submit sensitive records securely.
How to get started
- Open KHC’s weatherization page and follow Find Your Local Weatherization Provider.
- Contact that provider for intake and submit the requested records.
- If renting, obtain the landlord agreement. Arrange access for assessment when the provider schedules it.
After applying
Ask about the waiting list, planned work and any condition preventing safe installation. Do not hire a contractor expecting reimbursement unless the provider has explicitly authorized it. Retain the work and inspection paperwork and ask how to operate any new equipment.

Common questions
Can renters qualify?
Yes. Kentucky requires written permission from the landlord for rental weatherization.
Is this a payment for my overdue bill?
No. It funds approved energy-efficiency work. Ask the local community action agency separately about LIHEAP bill assistance.
Can I choose a replacement furnace?
The assessment determines approved measures. A replacement is not automatic just because heating equipment is old.
Where should I send the application?
Use the local provider linked from KHC’s consumer weatherization page, rather than the partner grant-application pages.
